Hands of Orloc ~ 1924 (there are a few versions of this, all worth checking out if you are into this kind of thing...)

I remember being let down by Der Golem, it was good but not what I expected, not a creepy scene but they bill it as horror.

The 1920 version of Waxwork is pretty cool.

will throw in an honourable mention for Begotten 1990, no dialogue so that makes it silent, right? A very fucked up sound track, mad imagery and an all round fucked up viewing experience.
